In July 2014 the amendments were made to the Federal Law of 22.04.1996 No. 39-FL "On Securities Market" to simplify the access procedure for foreign securities to the public trading in the Russian Federation. The above amendments also provide for that the broker or manager intending to purchase the foreign issuers' securities for non-qualified investors shall be a member of the SRO that has approved the Standards for notifying the customers about the risks connected with the purchase of foreign securities and (or) conclusion of the agreements which are the derivative financial instruments, where the basic asset lies in the foreign issuers' securities or the indices calculated on such securities.
